R. aunds..d..and..2_. of. the E.verett..CARE. ..mall...usin.ess Gran.t.Praaram......._........_ <br />Fund: 155 <br />Fiscal summary statement: <br />Snohomish County in partnership with cities in the county has made available $2.5 million of <br />funds to each city with active small business grant programs funded by CARES Act funding. <br />Approval of this agreement allows the City of Everett to access its allocation of $641,456. <br />Project summary statement: <br />The additional funding from Snohomish County will provide help to small businesses, especially <br />those dealing with the challenging conditions imposed through the State's current Stay Home <br />Stay Healthy regulations. <br />• <br />• <br />• <br />• <br />• <br />Businesses with 1— 20 employees that have not received CARES Small Business Loans will <br />receive $10,000 grants; those with 21— 50 employees will receive $20,000 grants <br />Over 100 recipients of CARES 1 and CARES 2 small business grants will be able to receive <br />supplemental grants of $3,000. These supplemental grants enable previously vetted <br />businesses to react to the continued impacts of the pandemic, providing such things as <br />new outdoor seating or maintain staff on payroll. <br />Round 3 will likely provide needed funding to over 100 of Everett's small businesses <br />All funding must be dispersed by December 31, 2020. Therefore, the application period <br />for Round 3 was conducted earlier this month to allow time to vet businesses and to <br />prepare agreement documentation for each grant. <br />The total amount provided by the three rounds of the Everett CARES Small Business <br />Grant program will be nearly $1.85 million. <br />o Round 1 provided $500,000 in $10,000 grants; <br />o Round 2 provided $700,000 in $10,000 and $20,000 grants; approximately <br />$75,000 through vocational programs in partnership with Everett Community <br />College and the NW Innovation Resource Center; and approximately $25,000 in <br />outdoor dining facilities through the Everett Streatery program <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the CARES Act Funding agreement with Snohomish County to fund <br />Round 3 of the Everett CARES Small Business Grant Program. <br />
