RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN <br />E. What characteristics most distinguish your <br />organization from your competitors? <br />Unmatched Experience <br />BERK and our partners are a cohesive team of consultants with the expertise and experience <br />to support the City in the successful completion of this Plan to ensure approval by RCO. We <br />have worked with many Puget Sound communities on similar plans, ail of which have been <br />adopted and approved and are actively being used by City staff to help their communities <br />create their best futures. <br />Our team's combined expertise in land use planning, policy, financial analysis, and <br />engagement make us ideally suited to support this work. At BERK, we feel that planning <br />projects cannot be successful without robust financial analysis and community outreach and <br />engagement. <br />Prior Experience Working Together <br />Members of our project team have worked with one another on other similar projects in <br />the region. BERK and Perteet are currently working on state transportation studies and a <br />community planning project in nearby Arlington. BERK and EMC have worked together on <br />parks and planning studies, including for the Pierce County PROS Update and Kenmore <br />Parks and Transportation public engagement. Forterra was a partner with BERK on transfer <br />of development rights projects in Issaquah and Puyallup, the Clark County Rural Lands Study, <br />and the Snohomish County Southwest UGA Boundary planning study. BERK and Kids Lund <br />have worlcecl on state policy projects and are currently both involved in the King County <br />Lower Green River Plan EIS. <br />Efficient Use of Resources <br />Because we have deep familiarity with the City, the RCO requirements, and the tasks <br />required for this work, as well cis with each other, we will be able to efficiently use City and <br />staff resources to complete this project on -time and on -budget. Over the years we have <br />worked on PROS plans for communities large and small, including county -level projects, and <br />through that experience have fine-tuned our approach to key elements of the approach <br />outlined in this proposal. We have figured out what works, and what does not, and know <br />when to leverage City staff and when to work in the background. We understand the <br />balance of communication and self-sufficiency, cis well cis the importance of creating lasting <br />bonds between City staff and the community, which will persist long after the consultant <br />team has finished the work. We will bring all of these lessons learned to bear on this project, <br />ensuring a successful and fulfilling process for all parties as well as approval by RCO for <br />funding in the coming years. <br />0j <br />I PROPOSAL • SUBMITTED OCTOBER 27, 2020 <br />11 <br />
