RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN <br />We will work with City staff to gather information on current recreation programming, <br />including program offerings, user demographics, and existing partners. We will <br />compare this information with the projections from the Community Profile to identify <br />possible unmet demand. We will incorporate data collected from public engagement <br />and our knowledge from working with peer jurisdictions to identify relevant recreation <br />trends. We recommend engaging recreation staff who interact with the public to include <br />what activities are being requested at existing facilities. <br />Equity Evaluation. We will prepare data and maps that illustrate geographic <br />coverage, gaps, service breadth, and levels of investment m parks and recreation for <br />different populations in the City. Particular attention will be given to areas planned <br />for significant growth but kicking parks space. We will identify gaps in terms of <br />geographic equity and also assess gaps related to specific facilities, activities, and <br />population groups with a social equity lens. We will also identify strategies better <br />provide equitable access to parks and recreation services provided by the City. <br />Organizational Capacity. As the Everett Parks and Facilities Department considers <br />options during the PROS Plan process and reacts to changes in the budgeting <br />environment, we will work with staff to identify organizational capacity aspects the <br />Department would like to evaluate. Capacity topics could include <br />Maintenance and operation staffing needed to respond to existing deficiencies and <br />planned capital improvements. <br />Recreation programming staffing and space: both current and potential responses <br />to expected future demand. <br />Use of volunteers and formation of "Friends of..." for individual parks. <br />Grant solicitation and partnership formation and management. <br />We will conduct staff interviews, review participation information, and consider relevant <br />case studies. <br />Current Policies and Related Initiatives. As part of Task 2 Conditions and Trends we <br />will evaluate current PROS Plan policies and highlight interrelated plans and policies <br />that can influence the direction of the PROS Plan, including the City s Climate Action <br />Plan, Station Area Plan, Comprehensive Plan, etc. We will identify key goals, objectives, <br />or policies to amend and to integrate into the PROS Plan. <br />Task 3. Levels of Service <br />levels of service standards in PROS plans have traditionally focused on physical facilities <br />and measures of demand (e.g., park acres or athletic facilities per 1,000 population). <br />The Levels of service standards are oriented towards meeting the projected growth in <br />population. However, a growing majority of parks departments are using levels of service <br />:sue..
