RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN
•
Task 2.Canditians and Trends
System Inventory. We will develop a citywide and neighborhood level system inventory with
the following features:
Public Parks, Trails, and Open Space
Other State, County, and Special District Parks and Recreation Facilities, e.g. schools
Environmental Conditions: Tree Canopy, Riparian Areas, and Shoreline Public Access
The inventory will be presented in map and table/graph forms to provide context for our
evaluation of the overall system in Task 5.
Asset Inventory and Assessment. Perteet will develop a parks inventory and assessment
checklist inclusive of ADA and public safety evaluations and provide assessment reports with
represented data for parks and park amenities, not including buildings, which we understand
have already been reviewed. Perteet plans to use GIS to complete this task expeditiously.
Urban Tree Canopy Evaluation. This year, The Nature Conservancy is releasing a
regional StoryMap that will offer the following:
High -resolution GIS-based land cover layers using 1 m color infrared aerial
imagery and remotely -sensed data, and
Custom runs of the iTree Eco ecosystem service modeling software from the
US Forest Service (USES) to produce regionally -specific urban tree canopy
ecosystem service quantification and valuation reports, including stormwater
remediation, carbon capture, air quality, and energy efficiency.
Subsequently, tools and templates to help cities use the data will be released. All of the
data will be open source and can be used in iTree and as raw spatial data for additional
analysis. Forterra will draw on this resource to perform additional analysis to evaluate and
interpret canopy cover in Everett. They will calculate measures of canopyand impervious
surface for the entire community, cis well cis for one or two different types of divisions (e.g.
neighborhoods) They will provide a set of recommendations for the City to consider for
further planning efforts. By using this new, publicly available data source, the team can
economize on project costs while delivering a high -quality analysis.
Community Profile. BERK will create a community profile based on demographic data of the
population served by Everett parks and recreation facilities and programs using Census and
other local, state, and federal information. The BERK team will combine data from a variety
of reliable sources to create a snapshot of the community as it is now and project anticipated
changes in population that will inform demand for events, services, and physical investments.
s
l■1 PROPOSAL • SUBMITTED OCTOBER 27, 2020
19
