Beyond public revenue sources, we will provide the City with a <br />framework to use when considering possible partnering opportunities. This work will be <br />informed by the ongoing City efforts to solicit partnerships at key properties. <br />MPD Evaluation. When the economy experiences a downturn, parks departments <br />are often the first to feel budgetary constraints. While the pandemic has highlighted <br />the central role parks play in civic life, the overall budget situation has also made <br />dedicated funding more attractive. We will present an array of existing examples <br />for how MPDs can be structured in Washington, and illustrate the strengths and <br />weaknesses associated with each. The BERK team will provide City staff with an <br />analysis of forming a MPD. We anticipate these considerations will include: <br />Legal requirements and potential structure; <br />Potential collected revenue and changes to expenses; and <br />Interactions with State property tax limits, junior and senior taxing districts, and other <br />iurisdictions. <br />Impact Fee Program Design and Rate Study. The City is looking to expand its current impact <br />fee program to include park impact fees. BERK will complete a study that meets the GMA <br />requirements, frames the relevant issues for decisionmakers, and acts as a communication <br />piece with community stakeholders, including developers. <br />As a direct response to growth, the impact fee program will use portions of the larger PROS <br />effort to identify future need and proportionate share of funding provided by impact fees. <br />The level of service standards from Task 3 both determine the City's response to future <br />growth and which capital projects will be impact fee eligible. We will work with staff to <br />identify projects that fit the community's desires as expressed in public engagement, respond <br />to the findings from the inventory assessment, and consider decision -maker priorities. Special <br />attention will be paid to acquisition and development around future light rail stations. <br />We will provide the City Project Team with a draft impact fee study that provides the <br />maximum chargeable rate compared to the rates charged by Everett's peers. As needed, we <br />will assist with ordinance and code language to ensure that Everett's park impact fees are <br />compliant with legal requirements. We will assist City staff with commission, committee, and/ <br />or Council presentations if staff feel that having art outside expert present would be helpful. <br />Implementing parks impact fees as part of the larger overall PROS update provides <br />significant value savings to the City cis crucial impact fee considerations are often overlooked <br />during PROS planning. <br />:1111 PROPOSAL • SUBMITTED OCTOBER 27, 2020 22 <br />
