How and why does your approach <br />provide the best value? <br />Our approach provides the City: <br />An experienced local firm that knows the Washington planning context and has a track <br />record of creating high -quality RCO-approved and legally- sound PROS plans and <br />impact fee rate studies. <br />A highly integrated scope minimizing costs. We have interwoven public engagement <br />with each stage of the PROS Plan and impact fee development. This provides a smooth <br />transition from inventory and levels of service into capital needs, in turn feeding into the <br />impact fee program design and other funding and partnership options. <br />An interdisciplinary team of planners, landscape architects, economists, biologists, <br />and other experts who bring a full understanding of successful policy, sustainable <br />improvement concepts and feasible funding, construction, maintenance, and operation. <br />A PROS Plan that addresses short- and long-term revenue and investment needs, <br />going further than just meeting RCO requirements. We know the City's budget situation <br />constrains public funding for service delivery. We offer successful models of partnerships <br />and private investments that could support the City's fiscal needs. <br />A collaborative team that will work hand -in -hand with the community and Everett staff <br />and decision makers for a creative, implementable plan with buy -in for the tong -term. <br />D. Please <br />include a statement of other work currently under way <br />or anticipated to be in progress during the time frame <br />of this project and show how you 'ntend to schedule <br />projects, so this protect is accomplished as well. <br />The BERK team has the capacity required to complete this project on -time and on -budget. <br />Our proposed leads, Lisa Grueter, AICP and Jason Hennessy, have worked together on <br />similar projects with shorter timeframes and achieved successful outcomes.
