However,there are topics that have arisen since plan adoption that need to be further investigated and understood.These include the need to update forecasts of capital and operating cost of incremental growth through 2040 in annual increments,2020-2040. This will allow consideration of what the fixed route network might look like when light rail reaches Everett,presently planned for the last time period (Sound Transit is presently projecting 2036).Some of the detailed issues include: 1) Capital—defined annually a) Funding alternatives—What grant funding alternatives and opportunities are realistic and what might be the magnitude and timing of those? b) Revisit needs and capacity of a re-constructed,annex,or new Maintenance and Operations Base c) Administrative space needs d) Fleet replacement and expansion including updated assessment of electric bus options e) Financial participation in Swift Blue line and potential Red line 2) Operating—defined by the planning milestones,2024 and 2036. a) Staffing assumptions for operators,supervisors,mechanics,support staff b) Hours,miles,and fleet estimates foreachfive year period c) Energy costs—assuming tra nsition to 100%electric d) Operating cost participation in Swift lines and paratransit"Green Zone" e) Network changes to adapt to Link extension into Snohomish County and Stride(Sound Transit's freeway-based Bus Rapid Transit or B RT)implementation on SR-522 and 1-405 f) Confirmation of ADA Pa ratra ns it operating plan Page 11 of 17
