■ Awareness-raising through a mix of printed and branded media, social campaigns, and digital <br /> meetings. <br /> ■ Project website. <br /> ■ Connections with the Board of Park Commissioners, neighborhoods, cultural groups, and local <br /> organizations. <br /> • Survey and poll opportunities. <br /> Engagement: System Recommendation Stage <br /> The focus of this phase of engagement is on sharing visioning results and developing concepts about how <br /> to reshape the parks, trails, and recreation system to meet current needs, expected growth, and <br /> community desires. We will engage around opportunities for parks in station areas, filling gaps in the <br /> trails and park system, and other needs and opportunities identified in the Vision Stage. <br /> Community members and partner organizations will identify, rank, and prioritize investments across the <br /> City. This prioritization will identify gaps where partnership, phased approaches, or revisions to the <br /> ranking may be necessary. An equity lens will be an important component of this process to ensure that <br /> this list is reflective of the needs of the entire community, and not just the vocal few. <br /> Specific engagement activities will include a survey, online or in-person workshops, additional discussion <br /> groups, and additional interface with the Parks Board. <br /> Engagement: Draft Plan Stage <br /> In this final engagement phase, we will share a complete Draft Plan with stakeholders, including the <br /> community at large and partner groups that have been active in the planning process to date. We will <br /> use in-person discussions, as well as online opportunities such as an online open house, StoryMap, or <br /> survey to solicit input. We will also begin the traditional legislative process with the Parks Board and City <br /> Council in this phase and consolidate all input into the Final Plan. <br /> SCHEDULE <br /> A monthly schedule is illustrated below. It identifies the three phases of engagement as well as the <br /> detailed tasks to develop the PROS Plan and associated Impact Fee and other funding and <br /> implementation strategies. The team will develop and maintain a weekly schedule as well. <br /> Impact Fee Study. The first draft schedule proposes an interim area-specific impact study to be <br /> completed by May 2021 to ensure collection of fees for the year. Given the amount of work required to <br /> develop an impact fee study, as well as the required Commerce 60-day review period, delivering a fully <br /> comprehensive study by May 2021 would require an impact fee study based on existing plans and <br /> standards, prior to the refreshed information that will be part of the PROS update (for example, public <br /> input on capital needs). Completing a study on this timeline may also require an adoption of amendments <br /> to existing planning documents to match the impact fee program. We understand the current interest in <br /> having the study completed for 2022 budgeting, and have included a second schedule with the Impact <br /> Fee Study complete in May 2021 but with potential time for supplemental revisions and adjustment to the <br /> Impact Fee program should the PROS identify important near term capital projects or phasing different <br /> than the understanding in spring 2021 period. <br /> :ill DRAFT November 2020 Everett PROS Plan Update Preliminary Outreach and Engagement Plan 9 <br />
