Public Engagement <br /> a ement <br /> EQUITABLE ENGAGEMENT STRATEGY <br /> We suggest incentives to promote the participation of organizations and community members who <br /> traditionally are unable to participate by providing stipends to cover participants' time. We will set <br /> aside a share of expenses in the budget to fund this, as well as for translation, interpretation, and <br /> bilingual facilitation services as needed, ensuring that engagement activities are accessible to all. <br /> PHASES <br /> We anticipate three major stages of engagement, drawing from the network and participation of <br /> standing bodies. Members of the Parks Board, and other stakeholders such as the Council on <br /> Neighborhoods, Chamber of Commerce or others could serve as ambassadors of the PROS Plan effort <br /> and engage their networks as "Relay Members" —described in the strategy section further below. Each <br /> engagement stage is illustrated and described below: <br /> • Vision Stage: Ask stakeholders and community about their park and recreation values, needs, <br /> desires, gaps, and opportunities. <br /> • System Recommendations Stage: Ask stakeholders and community about their preferences for park <br /> improvements, trail connections, and programs, in the context of funding tradeoffs. <br /> • Draft Plan Stage: Ask stakeholders and community what do you like, what would you change, what is <br /> missing in plan. <br /> Exhibit 8. Engagement Phases and Activities <br /> Engagement: Vision Stage <br /> The focus of this phase of engagement is to envision the future of the park, trails, and recreation system in <br /> Everett. Conversations should be broad and aspirational, designed to spark ideas. They will be <br /> supported by early inventory and conditions and trends information by the consultant team.
