grr <br /> South Everett Forest Preserve, Final Master Plan PARKS AND <br /> September, 2015 RECREATION <br /> Below are notes from the 4/7 public meeting. The portions that are underlined came from <br /> what was written on a flip-chart during the meeting presentation. The italic portions are <br /> summarized from notes taken during the meeting by Everett Parks staff: <br /> On April 7, 2015 a Cascade view/Twin Peaks Neighborhood meeting was held at the South Police <br /> Precinct to present an overview of the Bruskrud Road Draft Master Plan, stewardship opportunities and <br /> Park naming protocol. The meeting was attended by several Parks staff, the project consultants and <br /> several members of the Cascade view/Twin Peaks Neighborhood. <br /> Comments from residences and City staff include the following: <br /> • Compliance with the Americans with Disabilities Act (ADA) -How will the design comply with <br /> ADA requirements? <br /> • There was discussion about the planned ADA compliant gravel trail on the north side of the project <br /> • Bench locations— How many benches? <br /> • Benches with back rests will be helpful <br /> • Provide vandal resistant benches. <br /> • Trail access concerns—Access to the site will be from 109th with no formal connection to the <br /> Interurban Trail and possible construction of a fence and natural barriers to discourage access to <br /> the trail. <br /> • Neighborhood Awareness - The importance of the neighbors reporting illicit activities in the park <br /> was discussed. <br /> • Park ranger visitation—After the project is completed the property will become part of Ranger's <br /> scheduled patrol. <br /> • Park hours—What hours will the park be open? <br /> • Signage—Signage will be at the trailhead. Rules will include hours the park is open. <br /> • Garbage cans—Will there be garbage cans? Yes, how many and the locations are part of the <br /> planning process. <br /> • Will there be railings on planned boardwalk? — There may be railings depending on the height of <br /> the boardwalk. <br /> • Comment that the north portion of the Bruskrud property should be developed and not the <br /> southern parcel. The reply to the comment included a review of the requirements by federal, state <br /> and local agencies regarding the property conversion process. This process included the completion <br /> of National Environmental Policy Act(NEPA) Environmental Assessment and an agreement between <br /> federal and state agencies and the Everett Parks Department to construct a park that has passive <br /> elements. Failure to comply with this agreement could result in legal action against the City. <br /> Following the question and comment period the citizens were asked for ideas about naming the park. <br /> The following names were suggested: Bruskrud Park, Silver Lake Trail and South Everett Forest <br /> Preserve. <br /> Appendix A—Page 7 <br />
