SECTION 2 - SCOPE OF WORK <br /> 2.1 INTENT SUMMARY <br /> The purpose of this Request for Proposal (RFP) is to secure the services of a consultant, or team of <br /> consultants to facilitate a comprehensive public process and develop a Parks, Recreation and Open Space <br /> (PROS) Plan for the City of Everett Parks & Facilities Department. The PROS Plan will provide a 6-year <br /> vision for parks, recreation, open space and trails as well as an action plan for implementing this vision. <br /> The plan needs to be financially sustainable and include realistic goals for implementation. The City's <br /> parks, open spaces and recreation facilities contribute to the health of the community's residents, <br /> enhances their quality of life and contributes to the protection of natural resources. Aspects of this plan <br /> will include a study and recommendation of park impact development fees and an urban tree-canopy <br /> analysis and plan. The PROS planning process will ensure that the legacy of parks and open spaces will <br /> continue to help guide decisions regarding acquisition,development, programming and management. <br /> The expected start date for the PROS plan development is January 2021,with completion by March 2022. <br /> 2.2 BACKGROUND <br /> The Parks& Facilities Department last completed a PROS Plan in 2016. The 2016 plan was completed on a <br /> small budget and within a short time frame. The existing plan can be found at: <br /> https://everettwa.gov/DocumentCenter/View/6455/PROS-PDF?bidld= State law requires the PROS Plan <br /> be updated every six years for the City of Everett to remain eligible for Washington State Recreation and <br /> Conservation Office grants. We would like to take a more comprehensive approach in the development <br /> of the PROS plan for 2022,ensuring a robust public process along with other key elements provided <br /> within the scope of this document. <br /> The City of Everett Parks & Facilities Department has 45 Parks, 2 Municipal Golf Courses,an Animal <br /> Shelter,a Senior Center, a Swim Center, recreation programming and facility rentals at several sites, <br /> athletic sport complexes at Kasch Park and Phil Johnson complexes, Cultural Arts events, public art and <br /> contracts with Village Theatre for the management of the Everett Performing Art Center and Premier to <br /> manage the Legion Memorial and Walter Hall Golf Courses. We also have staff members dedicated to <br /> Parks projects and planning. The City of Everett's population and park systems have continued to grow, <br /> while Department resources have not. Now more than ever, it is important to create a vision for the <br /> future of parks and recreation within our City. <br /> The Board of Park Commissioners meets monthly and will play a pivotal role in the development of the <br /> PROS Plan. Other commissions under the purview of the Parks &Community Services Department <br /> includes the Animal Shelter Advisory Board,the Senior Center Advisory Board and the Cultural Arts <br /> Commission. <br /> 2.3 SCOPE OF WORK <br /> It is important that the PROS Plan accurately reflect the growing needs of our residents, and that the <br /> process is rich in resident, commissioner, parks board and tree committee members, and staff input. <br /> Some of the larger elements the Parks& Facilities Department desires in the new PROS plan include: <br /> • Review and update the department's goals and objectives. <br /> • Prepare, develop, and implement a comprehensive community outreach plan centered on ways to <br /> engage all areas of the community, especially underserved and underrepresented groups.
