An <br /> environmental analysis should be performed with recommendations given for pesticide usage and <br /> other earth friendly practices. <br /> • Inventory and assessment reports for all parks and park amenities not including buildings which have <br /> already been completed. Results of which will be provided to the awarded supplier. <br /> • Develop a clear community vision for the delivery of recreation programs. <br /> • Provide recommendations on locations for new parks, open space,trails and recreation facilities,to <br /> include access and American with Disabilities Act (ADA) improvements needed to enhance the <br /> walkability, biking experience for nearby residents to meet level of service needs. <br /> • Provide park funding recommendations that include public and non-public options, partnership and <br /> other strategies to develop, maintain and manage the park system including funding options beyond <br /> general tax dollars. <br /> • Investigate the potential for the City's Park Department becoming a Metropolitan Park District (MPD) <br /> which includes aligning the overall PROS plan to move forward with a future MPD. <br /> • Park impact fee development including park capital improvement plan. <br /> o Inclusion of acquisition and development of park areas around future light rail stations. <br /> • Recommendations for the future of existing golf courses. <br /> o The golf courses are enterprise funds meaning that they are self-supporting and self-sustaining <br /> and not part of the City's general fund. <br /> • Funding options beyond general tax dollars. <br /> • Urban tree canopy evaluation utilizing industry best practices and policy development. <br /> • Open and riparian area evaluation. <br /> • Evaluation to improve and add public access to shorelines. <br /> • Recreation trend analysis. <br /> • Organizational capacity evaluation. <br /> • Benchmarking: provide similar size city comparable(s) (budget, levels of service, etc.). <br /> Page 8 of 22 <br />
