TO BE COMPLETED BY APPLICANT EVALUATION FOR <br /> AGENCY USE ONLY <br /> Master Plan: <br /> The master plan combines program elements and alternative trail concepts <br /> based on the opportunities and constraints of the site. <br /> The South Everett Forest Preserve will develop the existing forested and <br /> vegetated property into a passive public park that would add a new park to the <br /> City of Everett park system.The proposed park would include 1,600 lineal feet <br /> of trails,seating areas/benches, picnic tables,and signage to be consistent with <br /> mitigation requirements to replace recreational features that were lost at <br /> Sullivan Park. Development of the proposed park at the South Everett Forest <br /> Preserve allows the opportunity to provide recreational facilities that would <br /> closely resemble and exceed in function those that were displaced as part of the <br /> conversion of Sullivan Park,and would be located in proximity to Sullivan Park. <br /> The development of the proposed park is also intended to benefit the <br /> surrounding community by providing enhanced park and recreation <br /> opportunities.A concept plan is provided in the Master Plan Document. <br /> Design Features: <br /> • Improve and provide trails and amenities sited at locations of existing <br /> primitive trails to minimize impacts to vegetation. <br /> • Avoid and restore wetland impacts by providing a boardwalk wetland <br /> crossing a the location of an existing trail where the public has created an <br /> existing impact by placing pallets and boards to walk on which restrict water <br /> flow in the wetland. Pallets and boards would be removed with the new <br /> boardwalk and the surface water connection of the wetland would be <br /> restored. <br /> • Create an urban natural open space with passive trail network and provide <br /> large areas of unstructured open space for passive enjoyment. <br /> • Provide benches and a picnic area. <br /> • Minimize disturbances to vegetation and topography and utilize alignments <br /> of existing informal trails. <br /> • Locate trails an appropriate distance away from existing residential <br /> properties. <br /> • The combined trail length shall be 1,600 linear feet to meet recreational <br /> mitigation requirements. <br /> • Provide a trailhead feature with a neighborhood kiosk for an improved <br /> pedestrian connection and orientation to the surrounding neighborhood. <br /> • Provide an ADA accessible trail loop with crushed rock surfacing on a flatter <br /> area of trail to provide a similar trail experience for the physically <br /> challenged. <br /> • Retain existing trees. <br /> • Remove invasive Himalayan blackberries at the trailhead to improve visual <br /> access from 1O9th Street SE. <br /> • Provide signs to regulate pedestrian use on trails only and to indicate <br /> daylight park hours. <br /> • Discourage access to the Interurban Trail from the South Everett Forest <br /> Preserve with thicket forming vegetation and woody debris as naturalistic <br /> City of Everett Parks and Recreation:South Everett Forest Preserve Page 4 <br /> SEPA Checklist June 19,2015 <br />
