FINAL MITIGATED <br /> DETERMINATION OF NON-SIGNIFICANCE ®� <br /> SEPA15-025 <br /> South Everett Forest Park Preserve <br /> September 1,2015 <br /> Description of Proposal: The proposal is to improve the 3.57-acre South Everett Forest Park by <br /> formalizing approximately 1,600 lineal feet of primitive trail with wood chip or gravel and a <br /> boardwalk to cross an existing wetland. The wetland and its buffer, disturbed by previous activities, <br /> will be enhanced. <br /> Applicant: City of Everett Parks Department do Bob Hillmann <br /> 802 E Mukilteo Blvd <br /> Everett, WA 98203 <br /> Location: East of 1019 109th Dr SE <br /> Zoning: P,Public Park <br /> General Plan: 2.0, Parks/Public Open Space <br /> Lead Agency: City of Everett Planning Department <br /> Contact Person: Steve Ingalsbe Phone: (425)257-8731 <br /> Mitigation Measures: <br /> The environmental impacts of this proposal are documented in the Environmental Checklist and other <br /> information on file with the City. The listed requirements are placed in response to our review of this <br /> information: <br /> AGENCIES WITH JURISDICTION <br /> 1. A Hydraulics Project Approval (HPA) from the State Department of Fish and Wildlife may be <br /> required for this project due to discharge of stormwater to a wetland associated with Silver <br /> Lake Creek. A copy of the HPA or a letter from the Department of Fish and Wildlife stating <br /> that an HPA is not needed should be included along with the plans for Public Works review. <br /> Note: More stringent detention and water treatment requirements than the City would impose <br /> may be placed on the project as a condition of the HPA. <br /> MITIGATION OF ADVERSE IMPACTS BY SEPA <br /> 1. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> (SEPA Earth,Land and Shoreline Use Policies.) <br /> The lead agency for this proposal has determined that it does not have a probable significant adverse <br /> impact on the environment.
