The Watershed Companyâ– EAlBlumen <br /> June 2012 <br /> DRAFT ENVIRONMENTAL <br /> ASSESSMENT <br /> PROPOSED SULLIVAN PARK FIRE STATION CONVERSION <br /> 1 PURPOSE AND NEED <br /> 1.1 Overview of Proposed Project <br /> In 2007,the City of Everett notified the Washington State Recreation and <br /> Conservation Office (RCO) that it had developed a portion of Thornton A. <br /> Sullivan Park(Sullivan Park)without knowledge of the grant-protected status of <br /> the park. Sullivan Park is protected by Section 6(f)(3) of the Land and Water <br /> Conservation Fund(LWCF)Act, and conversion of such parkland to non- <br /> recreation use requires the adequate replacement of the displaced area and uses <br /> and compliance with the National Environmental Policy Act(NEPA). The RCO <br /> is the state administrator of the LWCF program in Washington State on behalf of <br /> the National Park Service (NPS). Final approval of any conversion rests with the <br /> NPS. <br /> The proposed action would formally transfer NPS federal authority from the <br /> approximately 1.6-acre area(Conversion Site)at the northeast corner of Sullivan <br /> Park that currently houses a fire station and roadway to the proposed 3.5-acre <br /> Replacement Site (Exhibit 1.1-1). The Replacement Site is located approximately <br /> 0.25 mile northwest of Sullivan Park and is proposed to include passive <br /> recreational uses (e.g.,trails, seating areas,picnic tables) and forested/vegetated <br /> open space to match or exceed those uses that were displaced on the Conversion <br /> Site. <br /> 1 .2 Project Location <br /> The Conversion Site and proposed Replacement Site are located in the southeast <br /> corner of the City of Everett, Snohomish County,Washington. As Exhibit 1.1-1 <br /> shows, the Conversion Site,which includes a fire station and roadway at the <br /> north end of Sullivan Park,is bordered by 14th Avenue to the east, 112th Street SE <br /> to the north, and Sullivan Park to the south. The proposed Replacement Site is <br /> located just north of 112th Street SE,west of Interstate 5 and the Interurban Trail, <br /> and east of 10th Drive SE. <br /> Page 1 <br />
