Since then, <br /> Sullivan Park has served as a widely-used outdoor recreation and swimming <br /> location. Swimming(10 weeks per year),non-motorized boating,picnicking, <br /> forested trail hiking, and appreciating nature are the major uses of this day-use <br /> facility. <br /> In 1979,the Washington State RCO awarded a grant from the federal LWCF to <br /> the City of Everett. The purpose of the grant was to enhance water-oriented <br /> recreation activities. This grant provided funding to help develop underground <br /> utility systems, one restroom, a boat dock,asphalt paths,two day-use shelters, <br /> and area lighting along selected paths and other required areas for safety. <br /> Grant funds were used only for improvements to existing facilities and new <br /> facilities within Sullivan Park. None of the facilities constructed with the LWCF <br /> grant were located on the portion of Sullivan Park that was subsequently <br /> converted to fire station and roadway use. The converted portion of Sullivan <br /> Park was in vegetated/forested open space at the time of conversion. However, <br /> an informal and limited trail system was present on the converted property. <br /> LWCF rules require that the property upon which the grant-funded development <br /> occurred(in this case, any portion of Sullivan Park,whether or not grant-funded <br /> Page 2 <br />
