The Watershed Company• EAIBlumen
June 2012
project description and map of the sites. A link to the website was included in a
June 3,2011 article on HeraldNet.com,the website for the Everett Herald.
On June 2,2011,the City's Parks and Recreation Director was the guest speaker
at the Silver Lake Action Committee neighborhood meeting. The Director
discussed the Sullivan Park conversion, and encouraged attendees to comment
on the replacement site proposal. The City did not receive any written comments
from the Silver Lake Action Committee.
The primary public concern at the Silver Lake Action Committee meeting was
that the location is unsuitable due to the distance from parking(at least 4
comments). Related concerns were that accessibility will be inadequate due to
both the distance from parking and the proximity of Interstate 5 which must be
crossed to reach the Replacement Site from Sullivan Park(1 comment). The lack
of access was further mentioned as a possible hindrance to maintenance and
emergency vehicles(1 comment). The perception that access to the new park
property would be increased prompted submittal of concerns(3 comments)
about crime, trespass, and/or other illegal behavior. The potential for increased
noise to nearby residences was noted by one commenter. Other commenters
voiced support for pedestrian access, and one requested that restroom facilities
be installed for Interurban Trail users. One request for a streetlight on 104th
Street was made. One commenter opposed public access from 109th Street SE.
Wetlands on the new park property were mentioned as limiting the potential for
recreational uses on the property, and therefore the commenters(2)believed that
the replacement property was not equivalent in value or recreational utility to
the fire station site prior to its conversion. One of these commenters also
believed that an alternative lakeshore site would better address watershed water
quality problems, while another noted that a more suitable replacement location
would be on property to the north that is adjacent to four large apartment
complexes. One commenter noted that the proposed location's wetlands might
serve some hydrologic function for the area. Several commenters were pleased
with the focus on wetlands in the new park property. One hoped that assurances
that wetland status would be protected in the future would be included in the
process. Another hoped that the preservation of off-property large trees would
be included.
A former Fire Marshall offered his correction and evaluation of a Heraldnet.com
news story concerning the history of the conversion. Concerns regarding the
news story were that it failed to state that the fire station was the only wood-
framed station in the City and was built at a lower cost than other new stations.
The commenter stated that the present and past overall problem is that the City
is slowly annexing to its GMA boundaries, which made it difficult to plan for
firefighting response. He further stated that the original plan had been for a new
Page 5
