Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> protected status of Sullivan Park,and to express their intent to properly replace <br /> the converted property. <br /> 1 .4 The Replacement Property <br /> 1.4.1 Planning to Provide Replacement <br /> When reviewing conversion requests,the NPS and RCO consider the following <br /> criteria regarding the suitability of a replacement site: 1)All practical alternatives <br /> for replacement have been considered;2) The fair market value of the <br /> replacement site is equal to or greater than that of the conversion site;3)The <br /> replacement site has reasonably equivalent utility and location;4)the <br /> replacement site is in accordance with the State Comprehensive Outdoor <br /> Recreation Plan;and 5)The public has opportunity for participation in the <br /> process. <br /> To determine the most appropriate site for replacement of land and functions <br /> lost to conversion to fire station/roadway use,the City of Everett conducted a site <br /> selection analysis,including consideration of the five NPS and RCO site selection <br /> factors. Three sites were identified for analysis:including the Elaine Hughes site, <br /> the Edgewater Park expansion site, and the Bruskrud Road site. Of the three <br /> sites,the Bruskrud Road site was identified as the preferred site for the following <br /> reasons:it is the closest in proximity to Sullivan Park, it is informally linked to <br /> Sullivan Park by the Interurban Trail(a region-wide pedestrian/bicycle trail),it <br /> can provide recreational opportunities that closely match those displaced by the <br /> conversion,the fair market value is greater than the conversion site, and it is <br /> approximately twice the size of the conversion site. <br /> The City worked with the RCO before acquiring the Replacement Site to obtain a <br /> "waiver of retroactivity"which retains the eligibility of the site as a potential <br /> replacement for the conversion at Sullivan Park. In 2008,the City acquired fee <br /> simple title to the Bruskrud Road site via a Statutory Warranty Deed. The total <br /> purchase price was$995,000. There were no special restrictions in place nor were <br /> any placed upon the property at the time of acquisition by the City. <br /> 1.4.2 Replacement Site Selection Public Process <br /> As noted in Section 1.4.1 above,one of the RCO's requirements for replacement <br /> site selection is public participation in the selection process. The City <br /> encouraged public input on the properties being considered as replacement sites <br /> through a number of outlets. <br /> On May 11,2011,the City of Everett posted on its website a comment period of <br /> May 11,2011 through June 13,2011 for the Sullivan Park conversion and <br /> replacement. A phone number,address,email address, and instructions for <br /> submitting comments was included in the posted announcement, along with a <br /> Page 4 <br />
