The Watershed Company■ EAjBlumen <br /> June 2012 <br /> approvals,including providing compensatory outdoor recreation space and <br /> formally transferring federal authority from the converted park area to a <br /> replacement property. <br /> The purpose of this proposed action is to formally transfer authority from the <br /> 1.6-acre fire station and roadway site to the 3.5-acre Replacement Site,which <br /> would provide parkland and park facilities matching or exceeding those of the <br /> Conversion Site. <br /> The key objectives of the proposed action include: <br /> • Removing federal authority from a portion of Sullivan Park that now <br /> accommodates a fire station that was needed to improve emergency <br /> response times; <br /> • Removing federal authority from a portion of Sullivan Park that now <br /> accommodates a road that was needed to address State DOT <br /> elimination of left turns into and out of the neighborhood from Silver <br /> Lake Road to SR 527;and <br /> • Maintaining equivalent park uses displaced by the conversion(i.e., <br /> passive open space). <br /> • Transfer federal authority to the Replacement Site. <br /> • Establishing park facilities at the Replacement Site in an area <br /> identified by the Everett Parks and Recreation Department <br /> Comprehensive Plan as needing additional recreation opportunities; <br /> The proposed replacement of the converted property with 3.5 acres of new park <br /> property would accomplish all of these objectives. <br /> 2 DESCRIPTION OF THE PROPOSED ACTION <br /> 2.1 Previous Parkland Conversion <br /> 2.1.1 Overall Sullivan Park <br /> The approximately 35.3-acre Sullivan Park is classified as a District Park by the <br /> City of Everett Parks Department(Parks Department)and is one of four such <br /> parks in the City's park system. District Parks are defined as large multi-use <br /> parks that serve several communities and draw users from a large geographic <br /> area due to their wide array of active and passive recreational uses. In particular, <br /> Sullivan Park includes numerous amenities such as picnic tables,picnic shelters, <br /> a playground,trails, fishing and swimming areas,restrooms, showers,viewing <br /> areas,and boating.
