Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> including Camp Patterson(summer day camp),hydro plane races, and canoe <br /> races (Appendix A,Figure 2.1-1). <br /> In 1979,the Washington State RCO awarded a grant from the federal LWCF to <br /> the City of Everett to enhance water-oriented recreation activities in the City. <br /> This grant provided funding to help develop underground utility systems,one <br /> restroom, a dock, asphalt paths,two day-use shelters, and lighting along <br /> pathways. As a result of the use of the LWCF grant, Sullivan Park is protected <br /> by Section 6(f)(3) of the LWCF Act and any conversion of such parkland to non- <br /> recreation use requires that the area be replaced with similar recreation functions <br /> and that federal authority be transferred to the replacement property. <br /> 2.1.2 Parkland Conversion <br /> In 1996,the City of Everett constructed Fire Station#7 at the northeast portion of <br /> Sullivan Park along 112th Street SE to reduce emergency response times in the <br /> Silver Lake Area(Appendix A,Figure 2.1-2;Appendix B). Several potential sites <br /> were considered during the planning process for the fire station and the <br /> Conversion Site was selected due in part to the fact that this location would <br /> reduce response times in the Silver Lake area by half and it would allow the Fire <br /> Department to provide emergency services at a major public waterfront(Silver <br /> Lake)and recreation facility. Development of Fire Station#7 on the Conversion <br /> Site displaced vegetated/forested areas and passive recreational uses,including a <br /> limited informal trail system,in Sullivan Park. None of the facilities that were <br /> developed as part of the LWCF grant were affected by the conversion. <br /> Subsequent to the development of Fire Station#7,the City of Everett constructed <br /> a one-lane roadway that extended Silver Lake Road (Appendix A,Figure 2.1-3). <br /> The one-lane roadway separates Fire Station#7 from Sullivan Park. This <br /> roadway provides vehicular access for the residential neighborhood located to <br /> the north of Silver Lake and became necessary when the widening of SR-527 <br /> eliminated left turns into and out of the neighborhood. None of the facilities that <br /> were developed as part of the LWCF grant were affected by the development of <br /> the roadway. <br /> As described in previous sections, approximately 1.6 acres of Sullivan Park were <br /> converted from recreation use to non-recreation use as part of the development <br /> of Fire Station#7 and the new roadway.These areas make up the Conversion Site <br /> area that is the subject of this analysis. The recreational utility lost as a result of <br /> the conversion was a loss of 1.6 acres of passive use open space. <br /> 2.2 Replacement Site <br /> The Replacement Site is located approximately 0.25 mile northwest of Sullivan <br /> Park and is generally bound by undeveloped/forested areas to the north,the <br /> Page 8 <br />
