Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> conducted in accordance with Uniform Standards of Professional Appraisal <br /> Practice (USPAP),Uniform Appraisal Standards for Federal Land Acquisitions <br /> (UASFLA) standards, and LWCF requirements. <br /> The Conversion Site was appraised at$214,000 and the Replacement Site was <br /> appraised at$220,000. Refer to the table below for a summary and comparison of <br /> the appraised value for each property. <br /> Conversion Site Replacement Site Difference <br /> Acres 1.6 3.5 +1.9 acres <br /> Value $214,000 $220,000 +$6000 <br /> An appraisal review was conducted by S.A. Newman Firm in December 2011 for <br /> each of the April 2011 appraisals for the sites. The reviews were also conducted <br /> in accordance with USPAP and UASFLA standards and confirmed that the <br /> appraised value for each of the sites was accurate as listed in the table above. <br /> Because the fair market value of the Replacement Site exceeds the value of the <br /> Conversion Site,the Replacement Site fulfills the market value criterion,as <br /> described in Section 1.4.1,as a suitable replacement for the partial conversion of <br /> Sullivan Park and the transfer of federal authority. <br /> 3 ALTERNATIVES <br /> 3.1 Alternatives Analyzed <br /> For the purposes of environmental review,the Proposed Action represents the <br /> only alternative for consideration on behalf of NPS besides the no action <br /> alternative. NPS will make the final decision as to whether to remove federal <br /> protection from the Converted Site and transfer it to the Replacement Site. As <br /> such,the Proposed Action is the only alternative analyzed in this EA. <br /> 3.2 Alternatives Considered but Not Further Investigated <br /> 3.2.1 No Action Alternative <br /> The No Action Alternative would assume that the existing uses on the <br /> Replacement Site and Conversion Site would remain and that no replacement for <br /> the partial conversion of Sullivan Park would be provided. This alternative was <br /> determined to be insufficient because it would not achieve the objective of <br /> providing a remedy for the conversion. <br /> Page 10 <br />
