The Watershed Company ■ EAIBlumen <br /> June 2012 <br /> Interurban Trail and I-5 to the east, a Snohomish County Public Utility District <br /> (PUD)substation to the south, and single-family residential neighborhoods to <br /> the west. <br /> The approximately 3.5-acre Replacement Site is currently undeveloped and <br /> consists of heavily forested and vegetated areas (Appendix A,Figures 2.2-1 and <br /> 2.2-2). A Category I wetland (Appendix C)is located on the eastern section of <br /> the site,extending outside the Replacement Site to the north, and is categorized <br /> as a priority habitat under the Washington Department of Fish and Wildlife <br /> (WDFW)Priority Habitats and Species (PHS) program(WDFW 2012). A stream <br /> is also located in this portion of the site, and although the stream does not <br /> support any anadromous fish, it is located in the headwaters of North Creek, a <br /> salmon-bearing stream. The on-site portions of the wetland were delineated and <br /> surveyed in 2003(Wetland Resources,Inc.,presented in The Jay Group 2007), <br /> and critical areas were assessed and described in 2007(The Jay Group 2007) and <br /> during field visits as part of this study(refer to Section 4.9 for further details on <br /> the wetland and stream). <br /> Informal trails are located on the southern portion of the site and provide a <br /> connection from 109th Street SE (to the west of the site)to the graveled site access <br /> driveway on the PUD property to the south, and via the PUD access ultimately <br /> to the Interurban Trail(located immediately east of the site). However,the site is <br /> currently closed and posted"No Trespassing"by the City of Everett. <br /> Under the Proposed Action,the Replacement Site would replace recreational <br /> space and functions that were displaced by the conversion of a portion of <br /> Sullivan Park. The Proposed Action would develop the existing forested and <br /> vegetated Replacement Site into a passive public park that would add new park <br /> area to the City of Everett park system. The proposed park would include <br /> approximately 1,600 feet of trails,seating areas/benches,picnic tables, and <br /> limited signage (Appendix A,Figure 2.2-2). <br /> Development of the proposed park at the Replacement Site would allow the <br /> opportunity to provide recreational facilities that would closely resemble and <br /> exceed in magnitude those that were displaced as part of the conversion of <br /> Sullivan Park, and would be located in close proximity to Sullivan Park. The <br /> development of the proposed park is also intended to benefit the surrounding <br /> community by providing enhanced park and recreation opportunities in the <br /> South Everett area. <br /> 2.3 Assessed Value of Conversion and Replacement <br /> Sites <br /> Appraisals for the Conversion Site and Replacement Site were originally <br /> completed in April 2011 by Macaulay&Associates,Ltd.
