Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> environmentally critical areas such as wetlands or streams. A recent <br /> examination of the current condition and landscape position are consistent with <br /> this finding. <br /> Existing Conversion Site Land Use <br /> Section 2.1 describes the existing,post-conversion land use of the Conversion <br /> Site. Conversion resulted in the loss of open,vegetated area not in formal use, <br /> but available for passive use by the public. Environmental changes included this <br /> loss of vegetated open space, an increase in impervious surface from the <br /> development, and disturbance associated with the use and existence of the fire <br /> station and roadway. <br /> Planned Land Use <br /> Comprehensive Plan <br /> According to the City of Everett Comprehensive Plan Land Use Map, the <br /> Conversion Site is designated as Parks/Public Open Space (Appendix A,Figure <br /> 4.1-2),which is intended to provide for open space corridors within and between <br /> urban growth areas,including lands useful for recreation,wildlife habitat,trails, <br /> and connection of critical areas. <br /> The Parks/Public Open Space designation is also intended to enhance the values <br /> provided by open spaces within the City of Everett,while recognizing the rights <br /> of private property owners and the need to provide public facilities and utilities. <br /> Additionally,publicly owned land that is designated as open space may be held <br /> for some other public use that could become developed in the future. <br /> Previous development of the fire station and one-lane roadway on the <br /> Conversion Site was intended to provide essential public facilities and functions, <br /> and to provide emergency access for the residential neighborhood north of Silver <br /> Lake. As such,the location of these facilities in the Parks/Public Open Space <br /> designation is consistent with the Comprehensive Plan. <br /> Zoning <br /> According to the City of Everett Zoning Map,the Conversion Site is classified as <br /> part of the Public Park Zone (P) (Appendix A,Figure 4.1-3). Permitted uses in <br /> this zone include park and recreational activity,such as active and passive <br /> outdoor recreational activities,trails,open space,cultural activities,park <br /> buildings and structures,concessionaires, general park operations and <br /> maintenance activities,ranger's or caretaker's quarters, and other compatible <br /> public uses and structures. <br /> Page 12 <br />
