Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> 4.2.2 Environmental Consequences <br /> Replacement Site <br /> Based on the demographic profile of the Replacement Site area(Census Tract <br /> 418.06),the proposed public park and open space would be located in an area <br /> that contains a higher minority population percentage than the Conversion Site <br /> area(Census Tract 417.01),the City of Everett,or Snohomish County. Because <br /> the Replacement Site is presently undeveloped,the Proposed Action would not <br /> displace any residences or businesses and would not have an adverse effect on <br /> mobility,property access, or access to goods and services. The Proposed Action <br /> would also provide new trails that would enhance pedestrian connections <br /> between the area to the west of the site and the Interurban Trail. The new trails <br /> . <br /> would not connect directly to the Interurban Trail,but trail users may leave the <br /> formal trail system and connect to the Interurban Trail via the PUD's driveway <br /> south of the southeast corner of the Replacement Site. <br /> The Proposed Action would not result in any disproportionate impacts to <br /> minority or low-income populations. The proposal would create a new park and <br /> recreation space in the area that would benefit the neighborhood and the entire <br /> community by providing additional recreation space and trails. <br /> Conversion Site <br /> Because the portion of Sullivan Park that was previously converted to fire station <br /> and roadway use was undeveloped prior to the conversions, the conversions did <br /> not impact minority or low-income populations. <br /> No new development is anticipated for the site of the previous conversion and <br /> no impacts to minority or low-income populations are anticipated. <br /> 4.2.3 Mitigation Measures <br /> The Proposed Action would not result in any impacts to minority or low-income <br /> populations and thus mitigation measures are not necessary. <br /> 4.3 Air Quality <br /> 4.3.1 Conversion Site <br /> Sullivan Park <br /> Existing air quality conditions at Sullivan Park are primarily affected by <br /> vehicular emissions in the surrounding area,including the Sullivan Park parking <br /> lot, Silver Lake Road, 112th Street SE, and I-5. Boat operations near the docks and <br /> on Silver Lake are also a minor source of emissions in the area,particularly <br /> during the summer. <br /> Page 18 <br />
