Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> of herbaceous vegetation and shrubs and would avoid trees. Some trees might <br /> need to be removed for picnic table areas,but this would be confined to the <br /> portion of the site farthest west and closest to the entrance,which would <br /> concentrate impacts from vegetation removal and any disturbance to the site <br /> entrance and away from the main wetland. Subsequently, structure and <br /> composition of the wetland and buffer would experience only very minor <br /> changes,and any habitat impacts would be minimal and restricted to areas <br /> outside of the main body of the wetland and buffer. As well,the construction of <br /> a formal trail system would likely lead to the abandonment of all informal trails <br /> presently on the site. Any mild disturbance from trail use would not be expected <br /> to represent an overall increase in disturbance, as use of the informal trails would <br /> be eliminated. Again,the trail system would be likely to raise the wetland's <br /> educational and passive recreational functional value. <br /> 4.9.3 Mitigation Measures <br /> Mitigation sequencing has been followed in the preliminary planning of <br /> Replacement Site development, and would continue to guide future final design <br /> development. Impacts to the stream are avoided entirely, and direct wetland <br /> impacts would be limited to a raised trail section crossing a narrow wetland <br /> finger that extends west from the main wetland area. To further minimize <br /> unavoidable impacts,the trail system would be confined to the outer portions of <br /> the 75-foot regulatory wetland buffer,where it would have the least impact. The <br /> exception would be where the trail would need to cross the wetland as described <br /> above. Clearing of vegetation would be limited to the minimal necessary to meet <br /> site needs. <br /> All Replacement Site improvements would be made consistent with an erosion <br /> and sedimentation control plan to address temporary and permanent water <br /> pollution control measures,and would be implemented in conformance with <br /> Best Management Practices. Construction actions and methods would be <br /> consistent with City of Everett requirements addressing noise, air quality,dust, <br /> erosion and sedimentation, and water quality controls. <br /> Plan elements would eliminate unpermitted trail use,raise foot traffic above the <br /> wetland, concentrate trails and other developments outside of and in the outer <br /> portions of buffers, and promote enjoyment of natural areas constitutes the use <br /> of innovative site design to enhance the critical area overall. As part of trail <br /> development,wetland and buffer vegetation enhancement may be incorporated <br /> to offset any disturbance to native vegetation caused during construction. <br /> Page 28 <br />
