The Watershed Companyâ–  EAlBlumen <br /> June 2012 <br /> Sacred Native American Sites <br /> The Replacement Site area is located within the traditional territory of the <br /> Snohomish Tribe (descendants of whom are currently represented by the Tulalip <br /> Tribe and Snohomish Tribe),who generally lived along the Snohomish River <br /> between Marysville and Monroe. Snohomish villages have been recorded near <br /> present-day Marysville,present-day Everett, and on the southern portion of <br /> Whidbey Island. There is no evidence to suggest the presence of Native <br /> American artifacts or other precontact cultural resources on the Replacement Site <br /> or in the site vicinity. <br /> As part of the Cultural Resource Assessment process,letters were sent to the <br /> Tulalip Tribe and Snohomish Tribe to solicit any additional information or <br /> comments from the tribes. No response has been received from the Tribes at this <br /> time. <br /> Environmental Consequences <br /> Development of the Proposed Action on the Replacement Site would not affect <br /> any previously recorded cemetery, archaeological site,or historic property. <br /> Based upon the contextual overview of local area history and previous cultural <br /> resource investigations,the project area is considered to be of low probability for <br /> cultural resources due to its relatively great distance from a fresh water source <br /> that would suggest it would be favorable for precontact occupation;its lack of <br /> apparent historic land use as supported by historic maps;and the absence of any <br /> previously recorded archaeological,historic or ethnographic sites in or in the <br /> vicinity of the project area. No significant impacts to historic or cultural <br /> resources are anticipated to occur with implementation of the Proposed Action. <br /> 4.10.3 Mitigation Measures <br /> Although cultural resources are not anticipated to be located on the Replacement <br /> Site,the following measure would reduce any potential impact to cultural <br /> resources :if resources of potential archaeological significance are encountered <br /> during construction on the Replacement Site,the responsible project manager <br /> would stop work immediately and notify the City of Everett and Department of <br /> Archaeology and Historic Preservation so that an appropriate evaluation and <br /> consultation can take place before construction resumes. <br /> 4.11 Recreation <br /> 4.11.1 Conversion Site <br /> Sullivan Park <br /> The approximately 35.3-acre Sullivan Park is classified as a District Park by the <br /> City of Everett Parks Department(Parks Department) (Appendix A,Figure 4.11- <br /> 1). The park includes numerous amenities such as picnic tables,picnic shelters, a <br /> Page 31 <br />
