Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> playground,trails,fishing and swimming areas, and boating facilities. The <br /> majority of these facilities are located at the eastern and southern portions of the <br /> park, adjacent to Silver Lake. Parking for Sullivan Park is located in a gravel lot <br /> at the northern and western portions of the park. <br /> The park is host to several events,including Camp Patterson(summer day <br /> camp),hydro plane races, and canoe races. As described in Section 1, Sullivan <br /> Park received a grant from the LWCF in 1979 that provided funding for <br /> underground utility systems,a restroom,boat dock, asphalt paths,two day-use <br /> shelters, and lighting. These facilities are all located in the southern and eastern <br /> portions of the park. <br /> Site Conditions Prior to Conversion <br /> Prior to its conversion,the Conversion Site was primarily forest and other <br /> vegetated areas associated with Sullivan Park;informal trails were also located in <br /> portions of the site. During this time, the Conversion Site was primarily utilized <br /> for passive recreational opportunities and enjoying/viewing nature. <br /> Existing Recreation Conditions <br /> The Conversion Site currently contains no recreation uses or facilities. In 1996, a <br /> new fire station(Fire Station#7)was constructed on the Conversion Site to <br /> accommodate the Everett Fire Department's need to reduce emergency response <br /> times in the Silver Lake area. In 2006, a one-lane roadway was constructed to the <br /> south of Fire Station#7 to connect Silver Lake Road and provide access for the <br /> residential neighborhood to the north of Silver Lake. <br /> Environmental Consequences <br /> The prior construction of Fire Station#7 and the one-way roadway extension <br /> resulted in the conversion of approximately 1.6 acres of passive recreation uses <br /> (forested/vegetated open space and seating areas)in Sullivan Park. The <br /> development of the fire station and roadway did not affect any of the facilities or <br /> improvements that were constructed as part of the federal LWCF grant and the <br /> overall park and recreation uses of Sullivan Park were not significantly impacted <br /> by the previous conversion. <br /> No further development on the Conversion Site is anticipated as part of the <br /> Proposed Action. The existing Fire Station#7 and one-way roadway extension <br /> would remain in their current locations and the operations of these facilities do <br /> not affect the recreation opportunities or experience at Sullivan Park. <br /> Page 32 <br />
