The Watershed Companyâ– EAplumen <br /> June 2012 <br /> 4.11.2 Replacement Site <br /> Existing Recreation Conditions <br /> The Replacement Site is presently composed of forest and other vegetated areas <br /> and contains no formal recreation facilities or uses. While the site does contain <br /> some informal trails that connect to the Interurban Trail via the PUD's graveled <br /> driveway to the south, the property is currently closed and posted as "No <br /> Trespassing"by the City of Everett. <br /> Park and recreation areas in the vicinity of the Replacement Site include Sullivan <br /> Park(immediately south of the Conversion Site),Hauge Homestead Park,and <br /> Green Lantern Park, all of which are adjacent to Silver Lake (Appendix A,Figure <br /> 4.11-1). Cascade View Park is located approximately 1.3 miles northwest of the <br /> Replacement Site. <br /> The approximately 3.3-acre Hauge Homestead Park is classified as a <br /> Neighborhood Park by the Parks Department. The park includes picnic tables,a <br /> playground,trails, a picnic shelter,restrooms, and a fishing dock. Green Lantern <br /> Park is an approximately 0.9-acre park that is classified as a Linear <br /> Park/Greenway by the Parks Department. The park is primarily utilized for <br /> fishing on Silver Lake. Cascade View Park is classified as a Linear <br /> Park/Greenway by the Parks Department. The park is approximately 1.0 acre <br /> and includes picnic tables and open space/vegetated areas. <br /> Washington State Recreation and Conservation Office Planning <br /> In 2008,the Washington State RCO completed a State Comprehensive Outdoor <br /> Recreation Plan(SCORP)to help decision-makers better understand the most <br /> important statewide recreation issues and maintain the State's eligibility for <br /> federal LWCF dollars. The SCORP provides a tool for measuring the <br /> effectiveness of investments in outdoor recreation. <br /> An important role of the State is to fund and provide support for resource <br /> recreation provided by local,federal, and private providers. The SCORP <br /> identifies local recreation opportunities as typically service and facility driven, <br /> supporting behaviors important to the priorities of the State,including: 1) <br /> recreation,particularly close-to-home opportunities;2)public health,supported <br /> by facilities that encourage physical activity(trails,paths,fields and courts);and, <br /> 3)personal mobility,supported by shared use trails,paths or routes for walking <br /> and bicycling. <br /> The SCORP also identifies criteria for local agency levels of service (LOS)to <br /> allow communities to assess how well their parks and trails are functioning and <br /> to determine where additional investments are needed.
