Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> Policy 9.6.1.4—Focus priority of acquisition of new park and open space <br /> lands in deficient areas,including South Everett and downtown, and <br /> important links to networking current facilities and environmentally unique <br /> areas. <br /> Objective 9.6.2—To provide a comprehensive city trail system for both <br /> pedestrians and bicyclists linking neighborhoods and natural features and <br /> providing access to neighborhood,municipal and regional parks. <br /> Policy 9.2.2.2—Pursue development of trail linkages in acquiring new park <br /> lands or land acquired by mitigation,whenever possible. <br /> Development of the proposed park on the Replacement Site would be consistent <br /> with the Park and Recreation Element goals, objectives and policies identified <br /> above. Development of the new park would enhance park and recreation <br /> opportunities in the City of Everett and occur in area that has been identified as a <br /> priority for new park acquisition(South Everett). <br /> The proposed park would be developed to be compatible with the natural <br /> constraints on the site and existing critical areas,including wetlands,streams and <br /> their associated buffers,would be protected under the Proposed Action. <br /> Environmental Consequences <br /> As described in Section 2,the Proposed Action would transfer the federal <br /> authority from the approximately 1.6 acres of Sullivan Park that were previously <br /> converted as part of the construction of Fire Station#7 and the one-way roadway <br /> to the approximately 3.5-acre Replacement Site. The Proposed Action would <br /> develop the existing forested and vegetated site into a new,approximately 3.5- <br /> acre public park that would add new park space to the City of Everett park <br /> system and would include approximately 1,600 feet of trails, seating <br /> areas/benches, and picnic tables. The development of the proposed park would <br /> benefit the surrounding community by providing enhanced park and recreation <br /> opportunities in the South Everett area. The South Everett area has been <br /> identified as an area that needs additional park and recreation facilities and the <br /> Proposed Action would help to fulfill a portion of that need. <br /> In addition,as described in Section 3,the Replacement Site would allow the <br /> opportunity to provide recreational facilities that would most closely resemble <br /> those displaced as part of the conversion of Sullivan Park,including passive <br /> recreation opportunities such as trails and seating areas,while also being located <br /> in close proximity to Sullivan Park. <br /> Page 38 <br />
