The Watershed Companyâ–  EAIBlumen <br /> June 2012 <br /> The proposed park would add a new linear park/greenway and non-paved <br /> nature trails that would assist the City in fulfilling their park and recreation <br /> standards and needs that were identified in the Strategic Master Plan. These <br /> particular facilities were determined to be a high priority for the City based on <br /> their facilities needs assessment. In addition,the location of the new linear <br /> park/greenway and non-paved nature trails on the Replacement Site would <br /> specifically fulfill an indentified need for the southern portion of the City of <br /> Everett. <br /> Comprehensive Plan Parks and Recreation Element <br /> The results of the Strategic Master Plan were also used as a basis for the update <br /> of the Parks and Recreation Element of the City of Everett Comprehensive Plana. <br /> The intent of the Parks and Recreation Element is to provide a balanced and <br /> creative set of goals, objectives and policies based on assessed needs of the <br /> community. Goals,objectives and policies from the current Parks and Recreation <br /> Element relevant to the Replacement Site include the following: <br /> Goal 9.1-The overall goal of the Parks and Recreation Element is to <br /> preserve,protect and enhance parks, open spaces,recreational facilities and <br /> waterfront access in the City of Everett. <br /> Goal 9.2-Preserve the appearance and unique character of the City through <br /> the use of park and open space land. <br /> Policy 9.2.3-Use the park system to provide neighborhood identity and <br /> gateways,enhance regional park systems, and link between existing natural <br /> or built amenities. <br /> Goal 9.3-The City shall promote environmentally sensitive design, <br /> construction and use of park and recreation facilities. <br /> Objective 9.3.1-To develop and improve parks so they are compatible with <br /> the natural constraints of slope,soil,geology,vegetation,wildlife habitat and <br /> drainage. <br /> Policy 9.3.2-Promote acquisition of park or open space land that preserves <br /> notable features such as views or natural aspects of the environment(e.g. <br /> wetlands and stream/wildlife corridors). <br /> 3 It should be noted that the Parks and Recreation Element of the Comprehensive Plan is currently being <br /> updated and is awaiting review and approval by the Everett City Council. <br /> Page 37 <br />
