Sullivan Park Fire Station Conversion <br /> Draft Environmental Assessment <br /> development of the one-way access road on the Conversion Site provides vehicle <br /> and emergency access to the residential neighborhood north of Silver Lake and <br /> improves access to Sullivan Park for those residents. Prior development on the <br /> Conversion Site does not significantly impact travel patterns for visitors to <br /> Sullivan Park or impact recreational uses and facilities at the park. <br /> Vehicles associated with the operation of the fire station contribute a minor <br /> amount of traffic to area from employees and periodic response to service calls. <br /> Traffic associated with the fire station does not impact access or operation of <br /> Sullivan Park. <br /> Under the Proposed Action,no new development is anticipated for the site of the <br /> previous conversion and travel pattern conditions on the site would remain as <br /> under the existing condition. <br /> 4.12.2 Replacement Site <br /> Existing Travel Pattern Conditions <br /> Direct vehicular access to the Replacement Site is provided from 109th Street SE to <br /> the west(designated as a local street by the City of Everett),with additional <br /> pedestrian and bicycle access possible from the Interurban Trail to the east via <br /> the PUD's existing driveway off the southeast corner of the Replacement Site. <br /> Major roadways in the vicinity of the site include I-5 to the east of the site beyond <br /> the Interurban Trail, 112th Street SE to the south of the site, 7th Avenue SE to the <br /> west of the site beyond the 109th Street SE access,and Silver Lake Road to the <br /> southeast of the site. <br /> Environmental Consequences <br /> The Proposed Action would not require any changes to the existing roadway <br /> network. Development of the proposed park would attract new users to the site <br /> and associated vehicle trips could increase. However, due to the size of the <br /> proposed park and the lack of a dedicated parking lot,the potential increase in <br /> vehicle trips to and from the site,if any,would be minimal and no significant <br /> impacts to vehicular travel patterns are anticipated. <br /> Pedestrian and bicycle trips to and from the Replacement Site are expected to <br /> increase due to the development of new trails on the site and the proximity of the <br /> site to the Interurban Trail and Sullivan Park. The Replacement Site was <br /> selected,in part, due to its proximity to the Interurban Trail and the connection <br /> between the Trail and the Conversion Site. The location of the proposed <br /> Replacement Site would allow pedestrians and bicycles to connect to Sullivan <br /> Park via the PUD's graveled driveway connection to the Interurban Trail and <br /> 112th Street SE. The proposed park could also encourage increased pedestrian <br /> and bicycle use of the Interurban Trail in the site vicinity by providing an added <br /> Page 40 <br />
