However,the Interurban Trail is designed as a regional pedestrian and bicycle trail and potential increased usage by the proposed park users is not anticipated to result in a significant impact to pedestrian and bicycle travel patterns in the area. 4.12.3 Mitigation Measures The Proposed Action would not result in any impacts associated with transportation or travel patterns, and thus mitigation measures would not be necessary. 4.13 Cumulative and Secondary Impacts The proposed action will not cause any adverse impacts to either the Conversion Site or Replacement Site areas that would contribute to any cumulative or indirect impacts. 5 PUBLIC PARTICIPATION As required by NEPA, the City of Everett published a notice of the Proposed Action and the availability of this Environmental Assessment,advertising a 30- day comment period.
