RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN B. Describe the qualifications of your company, its business experience and achievements. We are an integrated, multi-disciplinary team with an innovative approach that recognizes the interrelationships among growth,access to healthy living opportunities,community and economic development,service delivery, and fiscal and environmental sustainability. Even before COVID-1 9, parks were an integral component of neighborhoods and the community. Since COVID-1 9,we have found that outdoor recreation, parks,and open spaces are safe and viable options for community members to socialize, recreate,and spend time outdoors safely.As parks are such an important element of the community,we have ensured that our proposed processes for community outreach and engagement are inclusive and accessible. Our team has: • Local knowledge from our work with the City and County, as well as our partners' specific experience on local parks planning projects,ADA transitions plans, and the Green Everett Partnership. BERK has worked with the City on the Benchmarking, Organizational Structure,and Tax Burden Analysis. We also worked with Snohomish County to consider Parks Level of Service Standards in support of their Parks Element and overall Comprehensive Plan. • Regional PROS experience and best practices drawn from our work with Burlington PROS, Port Townsend PROS, Renton Trail and Bicycle Plan, SeaTac PROS,Sumner Parks and Trails Plan,and Pierce County PROS. • Extensive Park Master Plans including Perteet's work on the South Everett Forest Preserve Masterplan Phase 1, as well as the Trailhead and Trail Project and restoration projects for the JJ Hill and Harborview Parks. • Local community planning experience including Forterra's many years of work on the Green Everett Partnership project. • Recreation Demand and Market Studies around the region including for Seattle, SeaTac, Port Townsend, Bremerton, Poulsbo, and the Si View Metropolitan Parks District. • Successful strategies to engage a diverse community in ways that are sensitive to the current health crisis and avoid outreach fatigue. • Expert project management with a commitment to delivering a high-quality,durable plan on-time and on-budget in collaboration with the City.
