RFP#2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN
City of Sumner Parks, Recreation, and Open Space Plan Update. BERK completed a new
Parks and Trails Plan, funding assessment, and impact fee rate study. The Plan was completed
in seven months with an intensive outreach program including online and in-person activities,
outreach to stakeholders, gap and needs assessment, updated vision and system plan, and
capital program.
■ Project Role: Lisa served as Project Manager for this effort. She developed plan policies,
identified system gaps, assisted with outreach and engagement, and guided the impact
fee study.
Port Townsend Parks, Recreation, and Open Space Plan Update. BERK led a team to
develop an updated Parks, Recreation, and Open Space (PROS) Plan for Port Townsend. The
City manages 26 properties across the community with different amenities, environmental
conditions, and needs including a pool and golf course. An extensive community engagement
process was led by BERK in collaboration with the City. After developing a public
engagement framework, BERK created a project logo and an identity for the project and
engagement materials, developed an online survey, facilitated activities with middle and
high school students, and facilitated interdepartmental stakeholder meetings and community
meetings. The PROS plan was developed with the Parks Board contributing material on the
history of the park system and park profiles. BERK developed a full PROS update including
a comprehensive demand and need analysis, funding analysis, and capital plan, as well
as updated park classifications and minimum park standards/guidelines. Our partner
developed an array of park activities for public input, created park concept plans for five
parks, and worked in tandem with BERK to develop a system plan. The PROS Plan was
completed with great support by the community and appointed and elected leaders in
March 2020.
■ Project Role: Lisa served as Project Manager for this effort. She developed plan policies,
identified system gaps, and assisted with outreach and engagement.
roll PROPOSAL • SUBMITTED OCTOBER 27, 2020 4
