RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN
City of Everett Staff Time Requirements
The BERK team will work to meet the scope requirements effectively through collaborative
and independent work.
■ Collaboration and City Review: We find that a collaborative approach produces
tailored and accepted plans that are more likely to be implemented. We anticipate
coming together with City staff through the kick-off and staff workshops described in
Task 0. We anticipate developing agendas and materials for public engagement in Task
1, and conducting several events together with staff. We will provide draft documents
and materials for City staff review. Using the staff workshops we can focus staff time
and attention when it is needed most.
■ Independent Work: We will do our job, following the agreed upon scope. We
understand that City staff resources are limited and we must use our extensive
experience to develop the City's PROS plan in line with targeted input from staff. We
will do so in a step-wise fashion by starting with early document outlines and templates
and building the contents as we progress, adapting the work following staff workshops
and public events.
Execution and Project Management
Over the years,we have refined streamlined project management processes that help us
deliver projects on schedule and budget, and at the highest quality levels. We have invested
in our staff and internal management systems to enable us to plan, execute, and complete
complex projects within very constrained schedules.
BERK has a "do what it takes" culture focused on rigorous analysis, client collaboration, and
production of the highest quality products,on-time and on-budget. Our project management
approach is based on two key principles: (1) "no surprises" in project management, which
means keeping our client project managers thoroughly informed of project status and issues;
and (2) development of a sense of ownership on the part of clients and stakeholders. Our
process design, working style and project management approach are all oriented toward
providing multiple opportunities for review and comment on materials as they are prepared.
We have a proven track record of completing complex projects on time and on budget.
Our specific approach to project management for the PROS Plan includes: early development
of a Project Management Plan, regular check-in calls, and staff workshop to review and
dialogue about needs and approaches that fit Everett and help the City advance its parks
and recreation program considering new opportunities as well as resource constraints.
mill PROPOSAL • SUBMITTED OCTOBER 27, 2020 26
