BERK will create 6- and 20- <br /> year capital improvement programs based on funding and priorities. <br /> Task 6.Plan Development <br /> Combining BERK's 30 years of community planning experience with our extensive strategic <br /> planning practice,we will prepare a plan template and annotated outline early in the <br /> process for City approval. We will then develop iterative drafts for City and public <br /> review.The plan will address the coordination of related plans and policies and meet the <br /> requirements of state and local law.The plan will succinctly and graphically present the: <br /> • Conditions and Trends; iae®a <br /> ■ Vision,Goals,Objectives; PROSSF PLAN <br /> • System Recommendations; rD.w . toaoxnow:r.IMs <br /> Y`Y <br /> ■ Capital Improvement Program; and 9 <br /> ■ Implementation Strategies. ri,.,;, " ''r1114 <br /> We will review Goals and Objectives from the current plan and based on new information <br /> in prior tasks,evaluate and recommend modifications to the PROS Plan Vision,Goals, <br /> and Objectives.This will include policies and strategies for system planning, recreation <br /> programming, special events,special use facilities like golf courses,maintenance, and capital <br /> improvements. It will integrate new considerations for Everett neighborhoods as well as <br /> considerations for social equity and access. <br /> We will prepare draft and final Plans, including text,graphics,and maps in electronic format <br /> for the legislative review process and final adoption. A brief community survey or online <br /> StoryMap may accompany the plan issuance to share the plan and gain input on the draft <br /> goals and concepts. <br /> We will assist City staff in the local legislative process including meetings with the Board of <br /> Park Commissioners,Council or council committees, public hearings, and deliberations, and <br /> adopting ordinances.
