RFP #2020-073 • CITY OF EVERETT PARKS, RECREATION & OPEN SPACE PLAN
C. How and why does your approach
provide the best value?
Our approach provides the City:
' An experienced local firm that knows the Washington planning context and has a track
record of creating high-quality RCO-approved and legally- sound PROS plans and
impact fee rate studies.
■ A highly integrated scope minimizing costs. We have interwoven public engagement
with each stage of the PROS Plan and impact fee development. This provides a smooth
transition from inventory and levels of service into capital needs,in turn feeding into the
impact fee program design and other funding and partnership options.
• An interdisciplinary team of planners, landscape architects, economists, biologists,
and other experts who bring a full understanding of successful policy, sustainable
improvement concepts, and feasible funding, construction, maintenance, and operation.
■ A PROS Plan that addresses short- and long-term revenue and investment needs,
going further than just meeting RCO requirements. We know the City's budget situation
constrains public funding for service delivery. We offer successful models of partnerships
and private investments that could support the City's fiscal needs,
■ A collaborative team that will work hand-in-hand with the community and Everett staff
and decision makers for a creative, implementable plan with buy-in for the long-term.
D. What is your availability for this project? Please
include a statement of other work currently under way
or anticipated to be in progress during the time frame
of this project and show how you intend to schedule
projects, so this project is accomplished as well.
' The BERK team has the capacity required to complete this project on-time and on-budget.
Our proposed leads, Lisa Greeter, AICP and Jason Hennessy, have worked together on
similar projects with shorter timeframes and achieved successful outcomes. Existing contracted
project work for the team during this time period includes:
■ Chelan County Malaga Park Plan (BERK, Perteet)
■ City of Black Diamond Land Use Review Assistance (Perteet)
■ City of Everett Station District(Forterra)
• City of Federal Way Land Use Review Assistance (Perteet)
■ City of Lynnwood Beech Road Improvements (Perteet)
AI PROPOSAL • SUBMITTED OCTOBER 27, 2020 28
