Describe your approach to park impact development fees. <br /> Supported by slide 2 of our presentation materials (Attachment A). <br /> BERK takes an integrated approach to our impact fee work, combining expertise in land use planning <br /> and municipal finance. The Everett PROS Plan Update is an excellent opportunity to define the park and <br /> recreation system needs, appropriate levels of service (LOS) for an urban city that is growing, the capital <br /> needs to support growth, and an identification of what projects add capacity and are impact fee eligible <br /> in the framework of the LOS and capital program. While each study is unique, we have three primary <br /> goals for every impact fee study: <br /> 1. Understandable —can be communicated with decision-makers, the community, and developers <br /> 2. Legally defensible — minimize risk of legal challenges <br /> 3. Updatable— a program methodology that is clear enough that staff can update without reengaging <br /> consultants <br /> Our exact approach is necessarily adaptive to fit the needs of the City, but as a general framework, we <br /> go through four phases: <br /> ■ Context. We will start with planned growth, projects, and finances from the Everett Comprehensive <br /> Plan, Capital Improvement Program, and City Budget. We will also consider that the City is <br /> developing new 2044 growth projections for its future planning efforts. <br /> a Growth projections for 6, 10, and 20 years +. <br />
