o Planned capital projects. <br /> ■ Response to Development. The BERK team will describe level of service options by illustrating the <br /> pros and cons of each, evaluating the long-term implications, and responding to the strengths, <br /> challenges, and opportunities specific to Everett. We will help Everett develop a preferred LOS <br /> approach and how it can be translated into an easy to implement fee by development type. We will <br /> work with staff to identify capital projects that fit the community's desires as expressed in public <br /> engagement, respond to the findings from the inventory assessment, and consider decision-maker <br /> priorities. Special attention will be paid to acquisition and development around future light rail <br /> stations. <br /> o Level of service methodology application. <br /> o Planned capital projects. <br /> ■ Identification of Financial Future Need. The maximum fee charged will be based on the LOS and <br /> identified capital needs. If the capital program provides fewer projects that add capacity to the <br /> system (e.g. focus on capital replacement more than capacity) then the maximum fee may be lower <br /> than the LOS would require; if the capital program includes more projects than required to meet the <br /> LOS, the fee would be adjusted to address just the capital projects needed to meet the LOS. The <br /> other added projects may be moved to a later phase accordingly. <br /> ■ Estimate Proportionate Share. As a direct response to growth, the impact fee program will use <br /> portions of the larger PROS effort to identify future need and proportionate share of funding <br /> provided by impact fees. Our work on the PROS Plan update will provide the overall funding <br /> context to be able to identify a reasonable estimate of non-impact fee funds (e.g. funding <br /> dedicated to capital, grants, etc.). <br /> o Portion from new development. <br /> o New and existing funding. <br /> Deliverable: Final Impact Fee Schedule & Study. We will provide the City Project Team with a draft <br /> impact fee study that provides the maximum chargeable rate compared to the rates charged by <br /> Everett's peers. As needed, we will assist with ordinance and code language to ensure that Everett's park <br /> impact fees are compliant with legal requirements.
