EXHIBIT A— SCOPE OF SERVICES <br /> LAKE CHAPLAIN ROAD <br /> CULVERT AND EMBANKMENT REPLACEMENT PS&E PREPARATION <br /> NORTH OF SULTAN,WASHINGTON <br /> FILE NO.0661-107-00 <br /> INTRODUCTION <br /> GeoEngineers is pleased to present our scope of services to the City of Everett(City)to provide engineering <br /> design and permitting services in support of the embankment stabilization and culvert replacement project <br /> located on Lake Chaplain Road. Woods Lake Creek,a tributary to the Sultan River,flows through an existing <br /> corrugated metal pipe (CMP) culvert beneath the roadway. Our services are requested to advance the <br /> design from the current conceptual design alternatives through final design and permitting. Our <br /> understanding of this next phase of work is based on our discussions during meetings with the City for the <br /> conceptual design and our experience on similar projects. <br /> PROJECT UNDERSTANDING <br /> During the conceptual design, GeoEngineers evaluated the embankment stability and provided multiple <br /> alternatives to the City for culvert replacement to meet current fish passage requirements. The alternatives <br /> for the proposed culvert and road stabilization project are presented in in a technical memorandum and <br /> conceptual design drawings dated December 2, 2015. The City selected a preferred alternative <br /> (bottomless arch culvert)as outlined in their January 29 email. This next phase of work was requested by <br /> the City to complete additional feasibility review, and to advance the selected alternative to permit level <br /> designs,final design, and PS&E support. The detailed scope of work is provided below: <br /> SCOPE OF SERVICES <br /> The purpose of our services is to complete engineering and permitting services for the culvert replacement <br /> including advancing the conceptual design through PS&E. The City of Everett may opt to perform Tasks 2 <br /> and 3 in-house. We anticipate our services will include the following tasks: <br /> Task 1. Final Analyses and 30%Plans Preparation of Preferred Alternative <br /> Complete final engineering and analyses to develop 30% design plans for use in permit submittals. Plans <br /> will be developed per the City of Everett design standards. Our final engineering and analyses in <br /> preparation for development of the 30%design package will include: <br /> • Development of site access, roadway bypass, and staging locations. A temporary truck bypass must <br /> be maintained at all times during construction for access to the filtration plant. Design and construction <br /> will include measures to protect the existing 51-inch-diameter pipe where crossings are required. <br /> • Complete hydraulic analyses and evaluate potential scour. <br /> • Confirm shallow foundation design for the culvert including allowable soil bearing pressures. We <br /> assume the contractor will work with the vendor to complete the final structural design of the footing. <br /> GeoEngineers File No.0661-107-00 <br />
