B. The City shall notify the Su brecipient in writing of a proposed transfer, at <br /> least ten (10) working days before the actual transference occurs. <br /> XI. Local Financial Support <br /> This Agreement shall not be utilized to reduce substantially the amount of local <br /> financial su pport for commu n ity development activities below the level of such <br /> support prior to the availability of such assistance. <br /> XII. Budget Surplus <br /> The Su brecipient agrees that funds determined by the City of Everett to be <br /> surplused at the end of the year within the budget of this Agreement will be <br /> subject to cancellation by the City of Everett and may be negotiated if they are <br /> to be included in future contracts. <br /> XIII. Assignment and/or Subcontracting <br /> The Su brecipient shall not assign orsubcontract any portion of the services <br /> provided within the terms of this Agreementwithout obtaining priorwritten <br /> approval from the City. All terms and conditions of this Agreementshall apply to <br /> any approved subcontract or assignment related to the contract. <br /> XIV. Standards for Fiscal Accountability <br /> A. The Su brecipient agrees to maintain books, records, documents, accounting <br /> procedures, and practices which accurately reflect all direct and indirect <br /> costs related to the performance of this Agreement. Such fiscal books, <br /> records, documents, reports and other data shall be retained in a manner <br /> consistentwith the"Budgeting,Accounting, Reporting System for Counties <br /> and Cities, and Other Local Governments", hereinafter referred to as <br /> "BARS",as issued by the Office of State Auditor,State of Washington. Th e <br /> Subrecipientfurtheragrees that the City shall have the rightto monitor and <br /> audit the fiscal components of the organization to insure that actual <br /> expenditures remain consistent with the terms of this Agreement. The <br /> Subrecipientshall retain all books, records, documents and other material <br /> relevant to the Agreement for three (3) years after settlement of this <br /> Agreement. The Su brecipient agrees that the City, the U.S. Department of <br /> Housing and Urban Development,the Washington State Auditor, or their <br /> designees,shall have full access to and rightto examine any of said <br /> materials at all reasonable times during said period. <br />
