Exhibit "A" Scope of Services, Time of Performance, Budget, Payment, Notices, and Representatives I. Scope of Service A. Activities/Project Description The Subrecipientwill be responsible for administering the Staffing for Housing Justice Project program in a manner satisfactory to the City and consistentwith any standards required as a condition of providing these funds. Such program will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activity: The Staffing for Housing Justice Project will serve Three hundred (300) Households by providing a wide range of services, including information and educational materials aboutthe eviction process, referrals, legal advice, negotiations with a landlord or their attorney to provide adequate time for clients to move out, and assistance in preparing for Show Cause hearings.Those who are in danger of losing their public housing receive assistance to help them preserve this important benefit. General Administration [Description of general administrative services to be performed in support of activities noted above] Snohomish County Legal Services will provide legal assistance to low-income Snohomish County households,who are facing eviction,through staff attorneys and a volu nteer attorney program. CDBG Funds will be used to serve households no higherthan 80%of the Federal poverty guidelines and documented on an individual intake form. The Agency will also assist participants with legal proceedings that may prevent homelessness.These include but are not limited to • Negotiate a payment plan so the participant does not have to move; • Negotiate for additional move-outtime so the participant can secure another residence and avoid homelessness;or • Negotiate fora reduction in monetaryjudgementto allow more funds for the participant to relocate. B. National Objectives The Subrecipient certifies thatthe activities carried out with funds provided u nderth is Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2019 Program Year, "Benefit low/moderate income persons"- as defined in 24 CFR Part 570.208.
