Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipientwill be responsible for administering the Staffing for Housing Justice Project <br /> program in a manner satisfactory to the City and consistentwith any standards required as a <br /> condition of providing these funds. Such program will include the following activities eligible under <br /> the Community Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Staffing for Housing Justice Project will serve Three hundred (300) Households by providing a <br /> wide range of services, including information and educational materials aboutthe eviction process, <br /> referrals, legal advice, negotiations with a landlord or their attorney to provide adequate time for <br /> clients to move out, and assistance in preparing for Show Cause hearings.Those who are in <br /> danger of losing their public housing receive assistance to help them preserve this important <br /> benefit. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> Snohomish County Legal Services will provide legal assistance to low-income Snohomish County <br /> households,who are facing eviction,through staff attorneys and a volu nteer attorney program. <br /> CDBG Funds will be used to serve households no higherthan 80%of the Federal poverty <br /> guidelines and documented on an individual intake form. The Agency will also assist participants <br /> with legal proceedings that may prevent homelessness.These include but are not limited to <br /> • Negotiate a payment plan so the participant does not have to move; <br /> • Negotiate for additional move-outtime so the participant can secure another residence and <br /> avoid homelessness;or <br /> • Negotiate fora reduction in monetaryjudgementto allow more funds for the participant to <br /> relocate. <br /> B. National Objectives <br /> The Subrecipient certifies thatthe activities carried out with funds provided u nderth is Agreement <br /> will meet the following CDBG National Objective, as identified by the City of Everett for priority in <br /> the 2019 Program Year, "Benefit low/moderate income persons"- as defined in 24 CFR Part <br /> 570.208. <br />
