The need of the neighborhood, district, or City for a proposed special <br /> property use. <br /> Findings: The facility provides public education services to the community. The <br /> proposed improvements will support the applicant in accomplishing this mission. <br /> Conclusions: The proposed use provides a public benefit. <br /> 2. The adequacy of streets, utilities and public services required to serve a <br /> proposed use. <br /> Findings: The site is already served with urban services including streets, <br /> utilities, police and fire protection which are adequate to serve the use. The <br /> project represents a minor expansion (less than 10%) to the Explorer Middle <br /> School campus. <br /> Conclusions: Adequate provisions for access, utilities and public services for <br /> the proposal can be accommodated subject to compliance with the conditions of <br /> approval listed in this decision document. <br />
