8. The generation of nuisance irritants such as noise, smoke, dust, odor, <br /> glare, visual blight or other undesirable impacts. <br /> Findings: Such impacts will be temporary — limited to periods of construction. <br /> To minimize construction impacts, the Puget Sound Clean Air Agency requires <br /> reasonable precautions to minimize dust emissions and the City of Everett limits <br /> the hours during which noise creating construction may occur. <br /> Conclusions: No noise, •smoke, dust, odor, glare, visual blight or other <br /> undesirable impacts are anticipated as a result of the proposal. <br /> 9. Consistency with the goals and policies of the Everett General Plan for the <br /> area and land use designation in which the property is located. <br /> Findings: The Comprehensive Plan designates the property as 2.1 <br /> Schools/Churches, a classification in which a school is an appropriate use. The <br /> plan has a number of policies to support accommodation of school facilities in a <br /> manner compatible with surrounding properties. <br /> Conclusions: The use is consistent with the City's General Plan. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and <br /> Federal regulations. <br /> Findings: All necessary building and associated permits must be obtained for <br /> the proposal prior to construction. <br /> Conclusions: The proposal will comply with the provisions of the City's Zoning <br /> Code and the applicant must obtain building permits and any required State <br /> and/or Federal permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by <br /> the applicant to reduce dependence of the proposed use on the <br /> automobile. <br /> Findings: The site is not located along a public transit route, however no <br /> significant traffic generation is anticipated as a result of the proposal. <br /> Conclusion: Not applicable. <br /> DECISION <br /> The Special Property Use is approved subject to the following conditions: <br /> 1. Stormwater shall be managed in accordance with the City's 2010 Stormwater <br /> Management Manual. In addition, enough downstream information shall be <br /> provided to allow the City to identify where the private drainage from the school site <br /> enters the City's public stormwater system. <br /> 3 <br />
