Please have applicant revise the plan set per all of our comments and resubmit—we request this final <br /> plan set for our submittal to Ecology for the Consent Decree review.We believe this will aid in a quicker <br /> review by Ecology.Noted <br /> 2. I see no fencing along the existing spine road through the landfill.Fencing should be shown and detailed <br /> (on the plan view and with a fence detail) as Ecology is aware of the townhome resident access through <br /> the landfill being concurrent with the stockpile plans and the applicant needs to show how those <br /> accessing through the site are contained to the road. Fencing added on sheets KM1 analAFI. <br /> 3. Soils to be brought on site for stockpiling need to be demonstrated that they are clean soils.Applicant <br /> should present testing plan and results(see current draft revisions to WAC 173-350 Solid Waste <br /> Handling Standards and definitions of clean soils). Note added on NT2(note 5). <br /> Comments Per Megan King Email 04/03/2018 <br /> Restricted Site Access: <br /> 1. As you noted in your comments,the public have access to the spine road,and as part of that letter <br /> agreement with Ecology, it was stated that fencing would be placed on either side of the spine road to <br /> restrict access to other areas of the landfill.That fencing is not shown on drawing KM1. Has this fence <br /> been installed?If so,it should be shown.The general note on sheet NT2 regarding restriction of public <br /> access is then sufficient. Fencing added on sheets KMI andAFI.. <br /> 2. Similarly,for access to stockpiles 2A and 2B,the drawings show an optional construction access road, <br /> but this access road does not show temporary fencing for securing the area.We would recommend <br /> inclusion of that security fencing on the drawings.Added callow to existing fence and gate onAFI. <br /> Settlement,LPSB,Gas System,Drainage Damage and Repair: <br /> 1. You made the following comment"Potential impacts due to the stockpiling,whether additional <br /> settlement,impacts to the cement modified soil cover and landfill cover,site drainage,and landfill gas <br /> migration should be considered by the applicant."To which Perteet replied "Perteet will follow up with <br /> HWA for concurrence that all measures have been considered." Has documentation of this <br /> evaluation/concurrence by HWA been provided?I would like to include that in the information <br /> transmitted to Ecology for their review,as they will have the same questions/concerns.Perteet to <br /> coordinate with HWA for memo/letter.See attached email for HWA concurrence. <br /> Ponded Water on the Landfill: <br /> 1.
