I
Paul McKee
From: Mark Sadler
Sent: Thursday, March 22, 2018 5:43 PM
To: Paul McKee
Subject: FW: Riverfront Development Grading SWPPP Comments
Comments on the Everett Riverfront Development Stockpile Plans, March 2018
General Comments:
1. Public Works Maintenance Division is in progress of checking on the Consent Decree Development Checklist
process for this project. Applicant should expect the checklist to be prepared and submitted to Ecology for
their project approval.
2. Project appears to be over the threshold for a Construction NPDES permit issued by the Dept. of
Ecology. Applicant shall determine and let the city know and provide copies of Ecology submittals.
3. Potential impacts due to the stockpiling, whether additional settlement, impacts to the cement modified soil
cover and landfill cover, site drainage, and landfill gas migration should be considered by the applicant.
Drawing Set
1. Did not see access roads to the stockpiles. Loaded trucks likely to cause significant rutting and impacts to
existing soil cover. May need geotextile supported rock access for trucks once off the spine road. Applicant
needs to assess site access to the stockpiles.
2. Applicant needs to maintain spine road daily throughout work. Suggest coordinating with Traffic on how
trucks and townhome resident access and safety is maintained. And site to be closed to the public during
the work -flaggers should be considered.
3. Stockpile work needs to be coordinated with the Consent Decree requirements to eliminate ponding water
and for adequate site drainage. This is needed prior to the stockpiles work, during the work—where water
is managed at all times, and after the stockpile is completed.
4. Applicant will maintain stockpiles,TESC,and drainage features throughout construction and throughout the
duration of the stockpiles.
5. Silt fence installation—no reference to a detail. Posts for fence installation need to be short enough to
avoid penetrating into waste.
6. TESC Dwgs—did not see detail on east side how drainage is treated along east slopes. Manage drainage to
not cause rutting or slope impacts,or impacts once flow reaches toe ditches.
And please see additional comments from Halley Kimball below.
Thanks
1.1*.nri.
Mark Sadler, P.E.
Maintenance Superinendent
Public Works
P:425.257.8967 / C:425.210.0103
E: msadler@everettwa.gov
3200 Cedar Street, Everett WA 98201
www.everettwa.gov
El [7:]
C.)122
