•
PUBLIC WORKS
b. Please see all redlines on the attached plans for required corrections in addition to all
comments listed below. Frequently, redlines will be stand-alone and will not have an
associated item in this corrections letter.Likewise, comments below may not have associated
redlines. Please indicate to the City that all redlines have been adequately addressed by
providing checkmarks or notes next to the City's redlines to indicate that it has been picked
up or to answer a reviewer's question. A comment response letter can also be included with
your resubmittal to address the comments below(handwritten remarks under each comment
on this letter are perfectly acceptable). The below listed sheets have redlines.
i. Update plans and reports with project address: 607 Riverside Rd.
ii. Sheet C2.0 (2 of 10)
iii. Sheet C3.0 (4 of 10)
iv. Sheet C3.2 (6 of 10)
v. Sheet C4.0 (7 of 10) — Install either a DCVA (if warehouse) or RPBA (if
manufacturing) on domestic line, inside building, depending on the intended use
of the building. Manufacturing is considered high-hazard, so if there is to be any
amount of manufacturing, it should be an RPBA. See additional redlines as well.
vi. Sheet L5.2 (3 of 12)
vii. Sheet L6.0 (7 of 12)
2. The comments below were generated from this project's Stormwater Reviewer. If you have any
questions regarding these comments, please contact Erik Emerson with the City of Everett Surface
Water Division(425-257-8995 or EEmerson@everettwa.gov).
i. Report Section 3.5 BMP T5.13 Post Construction Soil Quality and Depth must be
incorporated for all landscaping areas. The report should be revised accordingly
and appropriate notes added to the plans.
ii. Report Section 3.6 must address the need for oil control BMPs. Will the truck
traffic associated with the facility any of the criteria in Volume V, Section 2.1,
Step 2 of the Surface Water Management Manual (SWMM)?
iii. Revise Section 4.6 to identify the reason that the site only requires basic treatment
is that the Snohomish River is listed as a Basic Treatment Receiving Water in
Appendix I-C of Volume I of the SWMM.
iv. Discuss what happens to the stormwater treatment unit when the Snohomish River
is at flood stage. If backflow into the treatment unit will cause resuspension of
pollutants or damage to the cartridges then some type of backwater prevention will
be required.
v. Section 4-3.1 of the City's Design and Development Standards and Specifications
(DCSS) requires that stormwater conveyance systems be analyzed using the
rational method. Since the rational method can't be used to model detention it is
reasonable to use SBUH for the truck bay detention sizing. The system upstream
of the detention area must be analyzed using the rational method with the
associated water level in the storage used as a starting tailwater elevation. Refer to
DCSS Section 4-2.2 (1) and (3) for allowable water surface elevations and
requirements for the pipe system analysis.
