• <br /> January 6, 2021 <br /> Council Member Stonecipher stated that the Parks Board meeting was <br /> rescheduled. <br /> Council Member Bader stated he has been working with Mayor Franklin, Council <br /> Member Stonecipher, and Fire Chief Dave DeMarco to learn more about regional <br /> fire authorities (RFA). He stated Chief DeMarco has been in contact with two other <br /> jurisdictions, Snohomish County Fire District 4 and Snohomish County Fire District <br /> 15, to possibly develop an RFA. He stated the next step for the RFA exploratory <br /> committee is to establish a Fire Authority Planning Committee, which is required <br /> to continue the discussion but does not commit the City to forming an RFA. <br /> President Tuohy stated there would be two motions, the first to develop a Fire <br /> Authority Planning Committee and the second to elect the members to the <br /> committee. <br /> Moved by Council Member Roberts, seconded by Council Member Stonecipher, • <br /> to establish a Fire Authority Planning Committee. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> Council Member Roberts stated that this issue is one of several that needs to be <br /> considered to address the structural deficit budget issues. <br /> Council Member Stonecipher stated this action does not commit to any outcome, <br /> but this committee needs to be formed to explore next steps. <br /> Council Member Murphy asked about the level of transparency, the timeline of <br /> the committee and the cost associated with hiring a consultant. Chief DeMarco <br /> provided an overview of the committee plan, the plan to conduct open public <br /> meetings, and stated the cost of hiring a consultant would be shared across the <br /> three organizations. <br /> 2 <br />
