City of Everett 00 2213 - 1 <br /> 2021 Biosolids and Backwash Solids Removal UT 3752-1 / 20 <br /> SECTION 00 2213 - SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> 1.1 GENERAL <br /> A. It is the intent of City to award a contract to the lowest responsive and responsible <br /> Bidder. Before award, the Bidder must also meet the supplemental bidder <br /> responsibility criteria listed below. Further, the apparent low Bidder and second <br /> apparent low bidder must submit the Bidder Qualification Statement (Section 00 <br /> 4513) and any other documentation listed below to the City within one business <br /> day after the bid opening, unless the City's project manager, in writing, allows <br /> additional time. The City reserves the right to require such documentation from <br /> other bidders also. <br /> 1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br /> A. Experience <br /> 1. Criteria: <br /> a. The Bidder must have successfully completed at least (5) Similar <br /> Projects of each type within the last (5) years prior to bid opening. <br /> b. The Bidder's Project Manager for the Project must have successfully <br /> supervised to completion at least (5) Similar Projects of each type <br /> within the last (5) years prior to bid opening. <br /> c. The Bidder's Site Superintendent for the Project must have <br /> successfully supervised to completion at least (5) Similar Projects of <br /> each type within the last (5) years prior to bid opening. <br /> 2. Definition of Similar Project: <br /> a. A "Similar Project" means a project that meets all the following <br /> requirements: <br /> 1) Awarded total contract value of at least $800,000 for Type 1 <br /> projects and at least $300,000 for Type 2 projects. <br /> 2) Type 1: Dredging and dewatering of at least 1,000 dry tons of <br /> biosolids. <br /> 3) Type 2: Dredging and dewatering of at least 400 dry tons of <br /> backwash solids. <br /> 3. Documentation: The Bidder shall submit the Bidder Qualification Statement <br /> as provided in Section 00 4513. The City may also use independent <br /> sources of information that may be available to demonstrate whether the <br /> Bidder is in compliance with these criteria. <br /> 4. Evaluation: In evaluating whether these criteria are met, the City may check <br /> references for the previous projects and may evaluate the project owner's <br /> assessment of the Bidder's performance, including but not limited to the <br /> following areas: <br /> a. Quality control; <br /> b. Safety record; <br /> c. Timeliness of performance; <br /> d. Use of skilled personnel; <br /> 00 2213 - 1 SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />
