• <br /> January 13, 2021 <br /> CITY ATTORNEY <br /> City Attorney David Hall thanked Council Member Tuohy for her work as Council <br /> President in 2020. He also stated he looked forward to working with President <br /> Stonecipher during the coming year. <br /> PUBLIC COMMENTS <br /> Deb Williams, Council, stated two citizens provided written comments regarding <br /> Council Bill 2101-02 relating to the Larch and Fir Street vacation. <br /> Peter Newland, an Everett resident representing the C2 Property Preservation <br /> Group, expressed concerns over the Everett Station District Alliance receiving a <br /> grant from the Washington State Department of Commerce to consider re- <br /> development plans for city-owned properties and calling the effort "out-sourcing" <br /> of City of Everett long-range planning. • <br /> Considerable discussion ensued. Council members asked for a full briefing on the <br /> grant, study, the City's role in planning activities, how this planning effort <br /> corresponds with the work in this area that was just completed with the Everett <br /> Metro plan, and logical steps to be taken after the group's plan is complete. <br /> Council President Stonecipher said she would work with Administration to <br /> schedule a briefing. Council Member Tuohy also requested a copy of the grant. <br /> Deputy Mayor Harper stated Administration did not sponsor and is not a co-signer <br /> on the grant application; therefore, there is no conflict between the interests of <br /> Administration or the Council. He also provided a snapshot of details surrounding <br /> the grant. <br /> City Attorney Hall clarified the planning process is not "outsourcing" of the City's <br /> usual planning process; it is an independent process. <br /> • <br /> 6 <br />
